Form/Message Management Features

Emergency management depends on being able to efficiently exchange messages in various formats such as the ICS family of messages (213, 205, etc.), Radiogram, and so forth. Add functionality to have form templates that then allow mesages entry, serialization, word count, message transmission, receipt, printing and reply management.
