submit winlink position reports into APRS NETWORK

This is a needed feature i.e. in emcom service in disaster situations. 

Seeing Positions reports in APRS.fi would make it to a single source of position information in the internet, combining APRS, AIS and Winlink.
aprs.fi is showing positions as track compared to shiptrack.org. The other system with this feature www.positiosreport.de is not reliable with winlink positions since they started to import APRS as their PSKmail solution uses APRS.

the benefit would also be to combine position reports that are given by different means e.g. different radio technologies or frequencies ( D-Star, APRS, Winlink, Winmor, PSKmail)
into one single track of the ship or 4x4 mobile.

to be more specific:
forward the position reports to the APRS-IS-network (Tier2) using POSITION + COMMENT

so that http:\\aprs.fi or other APRS mapping websites or client software will show call, symbol, position and comment text on map.
